What we can say safely
Rainwater surged from a waterlogged road into a basement being used as a library, killing three civil-service aspirants. NHRC, Delhi administration and later CBI reporting identified prior waterlogging, basement-use violations, insufficient drainage, unstable entrance gates and an obstructed escape path.
