What happened
Two men from Taphou village in Kangpokpi district, Manipur, were reported missing on the evening of Wednesday, 28 October 2026 (one wire report says 29 October). On the morning of Sunday, 1 November, joint teams of Manipur Police, CoBRA, CRPF, Assam Rifles and the Rapid Action Force, who had been searching for four days, found two bodies along SP Road, a hill road on the Kangpokpi-Senapati border, about 13 to 14 km east of NH-2. Police statements, as reported, say the two men who had gone missing were found dead, that legal formalities were under way, and that search and combing operations would continue to identify and apprehend those responsible. Checked on 2 November 2026; the latest report we could open was updated that morning.
Crowds gathered at the district headquarters in Kangpokpi once the news spread. Officials said security forces used a baton-charge and tear gas on protesters outside the Superintendent of Police’s office, and protesters blocked National Highway 2 (NENow, PTI). Markets, businesses and private institutions stayed shut across the district. The Committee on Tribal Unity (CoTU), which had already called a shutdown over the disappearance, said it would not take the bodies until the state government met its demands. It had allowed essential services, media and security forces to function (ThePrint).
What the sources agree on, and where they differ
- Dead: two men were found dead on 1 November. Reports do not give a cause of death, and we do not describe the bodies.
- Injured: NENow reports that one elderly person was hurt during the security forces’ action. Protesters told PTI that several people were injured, which PTI says it could not confirm. IANS and Madhyamam report no injuries. We therefore say: injuries reported, number not confirmed.
- Where the bodies were found: Kangpokpi district (Reuters, IANS), Senapati district (Imphal Times), or on the boundary between the two (PTI).
- When the men went missing: 28 October in most reports, 29 October in PTI.
- Who did it: not established. CoTU and protesters alleged that armed militants abducted and killed the men. Police, as quoted in the reports, have named no one, and no arrest had been reported when we checked. A Deputy Chief Minister condemned the killings (PTI).
A separate incident the day before
On Saturday, 31 October, police said three men were killed in a gunfight between armed groups at a village in Noney district. Police described the attackers only as unidentified armed miscreants (Reuters, PTI). Police have not been reported to link it to the Kangpokpi deaths, so we keep it apart. The same day, thousands marched in a rally in Imphal organised by a civil society coalition; Reuters describes the protests as drawing hundreds of thousands across Imphal and other areas, while ThePrint says thousands. That is a wide gap between reports, and we give both.
Curfew, prohibitory orders and internet
We found no report of a curfew, a prohibitory order or an internet suspension in Kangpokpi for these events, and no such order on the Manipur Police website, which showed no advisory and no November item when we opened it. This does not prove none exists; orders in Manipur can be issued and withdrawn within hours. The shutdown is a call by CoTU, a civil body, not a government order, though it affects roads and shops just the same. Check the latest position with the district administration or the police before you travel.
What is not known
- The cause and circumstances of the two deaths, and who was responsible.
- How many people were injured on 1 November and how badly.
- When the bodies will be claimed and whether the shutdown continues, or for how long.
- Whether any curfew, prohibitory order or internet restriction will be issued.
- The state of NH-2 and the Imphal-Dimapur road on 2 November. We found no report of its status after 1 November.
What residents and travellers can do
No official advisory for these events was found, so what follows is general safety practice, not an order. Our guide to staying safe at a protest in India and our earlier note on the Manipur unrest and curfew orders in October carry more detail.
- Delay non-urgent travel through Kangpokpi district and along NH-2 while the shutdown and blockades last. If you must go, ask the local police or your transport operator for the latest position and carry water, food, cash, fuel and any medicines.
- Keep away from the district headquarters and the area around the Superintendent of Police’s office while crowds are gathered. Tear gas drifts, and a crowd can turn quickly.
- Follow instructions from security forces at checkpoints. Keep your identity card handy.
- Medical emergencies: the Manipur Police website lists 112 for police emergency response and 102 for an ambulance; 101 is fire. If one number does not connect, try 112. The page gave no Kangpokpi district control room number, so we have not listed one. Which number to call explains the national numbers.
- Do not share unverified claims, names or pictures of the dead or injured. Rumours spread faster than facts in these situations and can raise the risk for everyone.
- Tell family where you are and keep phones charged. Mobile data may be slow or restricted at short notice.

Why consequences escalated
- Two men missing since 28 October were found dead on 1 November along SP Road on the Kangpokpi-Senapati boundary.
- Protests and a district shutdown followed in Kangpokpi; officials said police used a baton-charge and tear gas and protesters blocked NH-2.
- Injuries are reported but the number is not confirmed.
- No curfew, prohibitory order or internet suspension was found for these events.
- The cause of death and who was responsible have not been established; protesters' allegations are theirs, not findings.
Failures and risk multipliers
- No finding of fault or responsibility has been made, and none is stated here.
- The claims of protesters and civil bodies are reported as their claims, not as confirmed facts.
- The gap between the Imphal rally estimates (thousands, or hundreds of thousands) shows how crowd numbers are reported loosely; neither figure is confirmed.
- Injury figures differ between reports and remain unconfirmed.
Actions that reduce risk
- Delay non-urgent travel through Kangpokpi district and along NH-2 until the shutdown and blockades end.
- Keep away from the district headquarters and the Superintendent of Police's office while crowds are gathered.
- Follow instructions from security forces at checkpoints and carry an identity card.
- Call 112 for police emergency response and 102 for an ambulance (Manipur Police website); try 112 if either fails.
- Do not share unverified claims, names or pictures of the dead or injured.
