Millions are spent on these systems, yet they are often found in a state of disrepair or completely inoperative. Why? Because no one bothers to maintain them! In recent years, there have been countless cases of fires in hospitals, malls, factories, and residential buildings worldwide, where installed fire systems failed to function. What’s worse, in many instances, there wasn’t even an attempt to maintain these systems! Reports from countries like Brazil, where fire safety systems are often outdated or missing entirely, show that this is not just an Indian problem—it’s a global one.
Time to Demand Accountability
Enough is enough. Fire NOCs must be more than just a bureaucratic exercise. We need genuine accountability. Governments, fire departments, building owners, and developers must all be held responsible for ensuring that fire safety measures are not only installed but are also operational and effective. हाल के वर्षों में, अस्पतालों, मॉल्स, कारखानों, और आवासीय इमारतों में दुनिया भर में दर्जनों घटनाएं हुई हैं, जहां स्थापित अग्नि प्रणालियाँ काम नहीं करतीं। और भी बुरा, कई बार, इन प्रणालियों को मेंटेन करने का प्रयास ही नहीं किया गया! ब्राज़ील जैसे देशों की रिपोर्टें, जहां अग्नि सुरक्षा प्रणालियाँ अक्सर पुरानी या पूरी तरह से अनुपस्थित होती हैं, यह दिखाती हैं कि यह केवल भारतीय समस्या नहीं है—यह एक वैश्विक समस्या है।
जवाबदेही की मांग करने का समय
अब काफी हो चुका है। फायर NOC को केवल एक नौकरशाही औपचारिकता से अधिक होना चाहिए। हमें वास्तविक जवाबदेही की आवश्यकता है। सरकारें, अग्नि विभाग, भवन मालिक, और डेवलपर्स सभी को यह सुनिश्चित करने के लिए जिम्मेदार ठहराया जाना चाहिए कि अग्नि सुरक्षा उपाय केवल स्थापित नहीं किए जाएं बल्कि कार्यशील और प्रभावी भी हों। अग्नि सुरक्षा को एक अतिरिक्त चीज नहीं बल्कि एक प्राथमिकता होना चाहिए—कुछ जो जीवन की रक्षा करे, न कि केवल अनुपालन के लिए एक कागज़ का टुकड़ा।
