What happened

On the morning of Wednesday, 21 October 2026, at about 10.30 a.m., there was a blast at a private firecracker godown on Appukkal Road, near Anaikattu (also spelt Anaicut) in Vellore district, Tamil Nadu. Dinamalar places it in the Chinna Anaikattu area of Anaikattu taluk. Vikatan says the godown stands behind a private marriage hall. Eight people, two men and six women, were reportedly at work in the building (Dinamalar, Vikatan). They were spreading firecracker chemical mixtures on the floor, according to Dinamalar and Vikatan, when the material caught fire and went off.

Two women from Kottavur, aged 41 and 32, were caught in it. The 41-year-old woman died at the spot. The 32-year-old woman had burns over about 90 per cent of her body and was taken to the Adukkamparai Government Hospital. Whether she survived is where the reports differ. Dinamalar (updated at 10.40 p.m. on 21 October), Vikatan and Zee Tamil News describe one death and one woman in critical condition. UNI, Dinakaran, Afternoon News and 24 News say both women died, UNI adding that the second woman died later in hospital. The Hindu’s headline, as seen in the website’s live-events feed, says one woman was killed and one injured; we could not open that page. Following our rule for figures that differ, this page uses the lowest stated figure, one death, and keeps the other reports on record.

What exploded is also described in two ways. UNI says the blast came from friction while firecrackers were being made. Dinamalar and Vikatan say the chemicals were spread on damp ground, heat built up and the mixture ignited. Dinakaran calls it a preliminary view and says the cause is not confirmed. Afternoon News describes it only as a sudden fire at a storage unit. The unit is variously called a godown, a storage unit and a manufacturing unit.

Response and action

Firefighters from Odugathur (Odukkathur) and Pallikonda reached the spot, sprayed water and recovered the body (Dinakaran, Vikatan). District Collector Leela Alex, Superintendent of Police Sivaraman and the Anaikattu MLA visited, according to Vikatan. Part of the building was badly damaged. Anaikattu police registered a case against the owner and have been looking for him; UNI says two special teams were formed. We did not find any report of an arrest. We are not repeating names of the dead or of the owner, since spellings differ between reports and no official statement has been found.

What we could not find. None of the reports we opened says whether the godown held a licence from the explosives authority, what quantity of material was inside, or whether the work being done there was permitted. No official statement on the cause, compensation or the sections of law applied was found.

Why this matters before Diwali

Cracker stock is built up in the weeks before Diwali, and small godowns and sheds fill up. In a country where the rules draw a line between a licensed factory, a licensed storehouse, a licensed shop and a home, this incident shows how quickly work can slide across those lines. Mixing powder, filling shells and spreading chemicals to dry belong in a licensed factory with trained people and limits on how many can be in a room, not in a godown. Similar blasts and fires have been reported this season and earlier: see our case on the Hingoli firecracker-storage fire and our blog on Diwali firecracker safety.

Chemical mixtures do not need a flame. A knock, a scrape or heat in the floor can be enough, which is why reports from past blasts keep pointing to friction. Nothing in the reports opened shows that anything like that was controlled here: eight people in one room, and material spread on damp ground.

The rules, as far as we could verify

  • The Explosives Rules, 2008 (Rule 7) say no one may manufacture, transport or possess explosives for sale or use unless authorised or licensed under the Rules. Fireworks are covered.
  • Rule 2(55) defines a fireworks “store house” as an independent building for fireworks not exceeding 5,000 kg, held for the licensee’s own shop and not for sale. Rule 9(5), as it reads in the text we opened, allows a person to keep up to 100 kg of fireworks for own use without a licence. The Rules have been amended since 2008, so check the present text with PESO or your district authority; we did not verify safety distances or shop limits and do not state them here.
  • Whatever the licence says about quantity and premises is a limit, not a target. Stock beyond it, or work not allowed by it, is a violation.

Lessons

  • Shop owners and godown keepers: keep only the quantity your licence allows, in the licensed premises, away from living quarters. Check that the licence is valid before the festival stock comes in. Do not let anyone mix, fill, dry or repack material in a storage godown.
  • Keep the room light: the fewer people and the less loose powder, the smaller the blast. No one should be working in a store without training.
  • Households: do not store crackers at home in bulk, and never keep them near a gas cylinder, a lit lamp, a kitchen or a charging point. Buy only what you will burn, from a licensed shop. Our Diwali safety guide has more.
  • Neighbours: if a shed near your home seems to be making or storing crackers in large quantity, note the address and tell the district administration or police. Do not go in to look.
  • After a blast: move well away at once, because a second blast or a flare-up is possible. Call 112 and tell them the landmark; 101 is the fire service and 108 the ambulance. Do not enter to pull people out; firefighters have the equipment. Cool a burn under clean running water and cover it loosely, without ointment, and get the person to hospital. Our page on emergency numbers explains which number to call.
  • The number caveat: 112 is the national number, but how 101 and 108 are answered differs by state and district. Save the numbers for your district from the state-wise list and check them locally.

What is still not known

It is not confirmed whether the second woman has died. We do not know whether the godown held a licence, what was inside, the confirmed cause, whether the owner has been arrested, or what compensation has been announced. We will update this page when the district administration or police issue a statement.

  1. Chemical mixtures catch fire and explode at the godown on Appukkal Road near Anaikattu; one woman dies at the spot
  2. Odugathur and Pallikonda firefighters spray water and recover the body; the second woman is taken to Adukkamparai Government Hospital with about 90 per cent burns
  3. Collector, SP and MLA visit; Anaikattu police register a case and look for the owner
  4. UNI, Dinakaran, Afternoon News and 24 News report that the second woman has also died; Dinamalar's evening update still lists her as in hospital

Why consequences escalated

  • The blast happened during work with firecracker chemicals at a private godown near Anaikattu on the morning of 21 October 2026.
  • At least one woman died. Whether the second woman, who had about 90 per cent burns, has died is reported differently by different outlets.
  • Eight people were reportedly present, two men and six women.
  • A police case has been registered against the owner; no arrest was reported in the sources opened.
  • Licence, quantity stored and confirmed cause are not reported.

Failures and risk multipliers

  • Handling and spreading explosive chemical mixtures in a godown, as reported by Dinamalar and Vikatan, with eight people in the building.
  • Possible friction or heat as the source of ignition, according to preliminary reports; not confirmed.
  • No report we opened says the premises held a valid licence for this work.

Actions that reduce risk

  1. Keep cracker stock only in licensed premises and within the quantity the licence allows; never mix, fill or dry material in a storage godown.
  2. Limit the number of people in any room that holds chemical or finished stock.
  3. After a blast, move away, call 112, 101 and 108, and do not go back in.
  4. Report suspected unlicensed making or storage near homes to the district administration or police.

The broader evidence

Survival sequence

  1. After a blast, run away from the building and keep at least well beyond the debris; a second explosion can follow.
  2. Call 112, 101 and 108 and tell them the landmark; do not go back in for anyone.
  3. Cool a burn under clean running water and cover it loosely; do not apply ointment or break blisters.
  4. Keep onlookers back so fire engines and ambulances can reach the place.

Limitations

  • The Anaikattu death toll differs between reports: 1 or 2. The lowest figure is used in the chart and map.
  • The unit is described as a godown, a storage unit and a manufacturing unit; the licence status is unknown.
  • The comparison incidents were different in size and kind; they are selected cases and not a statistical series.
  • The map shows an approximate point near Anaikattu, not the exact premises.
  • No arrest, official cause or compensation was found in the sources opened.
