What happened
On the evening of Saturday, 17 October 2026, Maha Saptami, a crowd crush at the Chorbagan Sarbojanin Durgotsab pandal in north Kolkata killed 19 people and injured 25. Chief Minister Suvendu Adhikari confirmed the toll. The first count that night was 17; Aaj Tak reported the Chief Minister as saying 17 died on the spot.
In its first statement, quoted by ANI, Kolkata Police said that at around 7.40 pm a stampede took place at the exit gate of the Sarada Park (Chor Bagan) puja pandal, under Girish Park police station, because of heavy crowds of pandal hoppers amid rainfall. One visitor told reporters it happened at about 7.30 pm, when people already queuing outside pushed into the pandal as the rain came down.
Some early TV headlines that night said the pandal had collapsed. The police statement does not say this. It describes a crush at the exit gate, and the pandal was then closed to visitors.
The people
Most of those who died had come to see the pandal on one of the busiest evenings of the festival. On 18 October the Chief Minister said 18 of the 19 were residents of West Bengal. The bodies were handed over to families on 18 October. We are not naming the dead or the injured on this page.
The injured were first taken to Calcutta Medical College and Hospital, and several were later moved to a private hospital on the EM Bypass, The Week reported. On 18 October the Chief Minister said two of the 25 were still in the ICU and the discharge of the other 23 had begun. ETV Bharat Bangla put the number in the ICU at three.
Response and investigation
According to PTI, a senior police officer said CCTV footage and eyewitness accounts pointed to gross mismanagement by the organisers, with no clear plan for handling the crowd and too few police and private guards. He said the gates and the approach road were narrow and that, in the panic, people tried to get out through the entrance. Police are also examining a video of an announcement telling visitors to leave because the structure was about to collapse. Who made it, and why, had not been established.
The Chief Minister has said the home guards on duty, who used a rope to split a single path into entry and exit, let go of it when the rain started. He also said families of two of the dead claimed whistles blown by private guards set off the rush. These are claims under investigation, not findings.
Police registered a suo motu case under Sections 105, 110 and 3(5) of the Bharatiya Nyaya Sanhita, detained 14 people for questioning and, on 18 October, arrested seven. Those arrested include the puja committee’s secretary and vice-president, a man involved in building the bamboo structure, two people handling crowd management and two private security in-charges, ANI reported. The Bankshal Court sent all seven to police custody until 28 October. Their lawyer told the court they had stepped in to help with the rescue. Office-bearers of the puja committee resigned.
The Chief Minister announced a Special Investigation Team headed by a sitting judge of the Calcutta High Court, with members from the STF, CID and other departments. The Chief Secretary is to write to the Chief Justice for this. The Week reported that Kolkata Police, the fire department and the Kolkata Municipal Corporation will be kept out of the team because their own role in granting permissions will be examined. Prohibitory orders under Section 163 of the BNSS were put on roads around the pandal until 20 October.
The state government announced Rs 25 lakh and a government job for the family of each person who died, and Rs 5 lakh plus free treatment for each injured person. Prime Minister Narendra Modi announced Rs 2 lakh from the PMNRF for each family and Rs 50,000 for each injured person. Union Home Minister Amit Shah, Governor R N Ravi and the Chief Minister visited the injured on 18 October.
With the festival still on, the Chief Minister held a meeting on precautions for idol immersion at the riverbanks, and Kolkata Police brought back nine experienced IPS officers until 20 October to enforce Lalbazar’s 11-point crowd guidelines. The Forum for Durgotsab told its member pujas to keep a volunteer or club member at every entrance and to use the public address system for regular announcements.
Why this matters
Durga Puja in Kolkata draws lakhs of people into narrow north Kolkata lanes every evening. A pandal is a temporary structure, and its gates, lighting and queue lines are put up for a few days. Rain makes it worse: people outside rush in for shelter just as people inside want to stay put.
The Chorbagan crush comes two months after the Ashok Dham stampede in Lakhisarai in August, where a rumour about a live wire set off the crush. The pattern behind most stampede deaths in India is the same: too many people in too little space, one narrow way out, and a sudden trigger such as rain, a shout or a frightening announcement.
Lessons for puja committees, police and visitors
- Separate entry and exit. One path divided by a rope is not two gates. Exits should be at least as wide as the entry, lit and kept clear.
- Plan for rain. Decide in advance where the queue outside will shelter, and hold people back at the far end of the lane instead of letting them push in.
- Control the microphone. Only one trained person should make announcements. Never announce a collapse or a fire without first checking it, and tell people calmly which way to move.
- Count and cap. Volunteers at the gate should stop entry when the inside is full, and police should be placed where the crowd is thickest, not only at the VIP entry.
- Keep an ambulance route open. Lanes near big pandals need a clear route to the main road and a first-aid post with trained staff.
What is still not known
The exact trigger is not settled. Rain, the announcement, the rope and the whistles have all been mentioned, and the investigation has not reported its findings. The judge who will head the SIT had not been named by the morning of 19 October 2026. No official list giving the ages and gender of the dead has been published in the reports we read. Reports also differ on the police station: the first police statement named Girish Park, while a PTI-based report on the prohibitory order referred to Bowbazar police station. We will update this page when the SIT or the police publish findings.

Why consequences escalated
- Nineteen people died and 25 were hurt in a crush at the exit gate of a crowded pandal on Saptami evening.
- Police told PTI there was no clear plan for the crowd and that police and private guards were too few.
- Both the gates and the approach road were narrow, and people tried to escape through the entrance.
- A recorded announcement saying the structure would collapse is being examined as a possible trigger.
- The cause is not final: rain, the rope, whistles and the announcement are all under investigation.
Failures and risk multipliers
- One path split by a rope used as both entry and exit.
- Too few police and volunteers where the crowd was heaviest, according to locals and police.
- No plan for the queue outside when the rain began.
- An alarming announcement made over the public address system without verification, as police allege.
- Poor lighting at the gate, as visitors complained.
Actions that reduce risk
- Give every large pandal separate, lit entry and exit gates of adequate width.
- Cap the number of people inside and stop entry at the far end of the lane when it is full.
- Allow only one trained person to use the microphone, with scripted calm instructions.
- Station police and volunteers at the busiest points, not only the VIP gate.
- Keep a clear ambulance route and a first-aid post near every big pandal.
